Chief Edward Myers
The role of the Fire Chief is to provide leadership for all Fire/EMS Department functions, operations, and personnel through the supervision of staff and a review of their activities. Responsibilities include reviewing the general operation of the department to determine efficiency, providing direction on major projects or problem areas, planning for the future, developing and implementing policies and procedures, and providing policy guidance. Edward Myers was appointed as Deputy Chief of Goshen Township Fire and EMS in December 2018 and promoted to Chief in January 2022. Chief Myers possesses an associate’s degree in Fire/Ems from Sinclair Community College, a Bachelor’s Degree in Fire Science and a Master’s Degree in Public Administration, both from Anna Maria College. Chief Myers holds a Chief Fire Officer Designation (CFO) through the Commission on Professional Credentialing. He is certified in Ohio as a Firefighter, Paramedic, Fire Inspector, Fire Instructor, and Live Fire Instructor. In addition to his current duties and responsibilities as Chief in Goshen, Chief Myers teaches nationally on various fire/rescue and technical rescue topics. Prior to coming to Goshen, Chief Myers served 20 years with the City of Wilmington Fire Department as a firefighter, Lieutenant, Training Officer and Shift supervisor.
Chief Myers is a veteran of the United States Navy and a bagpiper with both fire service and law enforcement Pipe Bands. Chief Myers resides with his family in Chester Township north of Goshen

Deputy Chief Kevin Lynch
Deputy Chief Lynch has been a firefighter since 2000 and paramedic since 2003. Deputy Chief Lynch has worked for Sycamore Township Fire Department (13 years) and Deerfield Township Fire Rescue (5 years) prior to coming to Goshen Township. He was hired by Goshen Township in 2005 as a firefighter/paramedic and promoted to Lieutenant in 2010. Kevin was then promoted to Captain in 2015, Division Chief Lynch of EMS in 2019 and Deputy Chief in 2024. Deputy Chief Lynch oversees training and EMS operations daily along with several other administrative jobs. He is also a fire inspector, fire instructor, a hazardous materials technician, Fire Officer I / II, and is an arson investigator. Deputy Chief Lynch received his Associates Degree from Cincinnati State in 2021, in the Fire Service Leadership Associate Degree Program. Deputy Chief Lynch graduated from the Ohio Fire Executive Program in 2024 and received the “Outstanding Research Award”. Kevin lives in the Hamilton Township area with his wife and 3 children.
Captain Robert Rose
Captain Rose began his career in the fire service in 1978 as a cadet with the Goshen Township Community Fire Department. In 1983 he was appointed as a volunteer firefighter and a few years later in 1986 he was hired as a full-time firefighter. He was promoted to Captain in 1988 and was part of the transition from a private to public fire department in 1997. Captain Rose oversees the Fire/EMS apparatus and equipment maintenance. Captain Rose and many of his family members have dedicated many years to serving Goshen Township. Robert and his wife live in Goshen Township.
Captain Todd Estep
Captain Todd Estep began his fire career in 2012 at Goshen Fire and EMS as a Part Time Firefighter/EMT Basic. He has also worked part time at Loveland-Symmes, Stonelick, Deerfield, Lincoln Heights, Lockland, and Golf Manor. Capain Estep was one of the first firefighters to go through the GTF&E Medic Apprenticeship, and in 2017 he became a Paramedic and was hired Full Time. One of Captain Estep’s responsibilities is new recruit training, and in 2019 he created and put on GTF&E’s first Recruit Class program. He was promoted to Lieutenant in 2021, & promoted to Captain in 2024. He is a Level 2 Firefighter/Paramedic, Fire Safety Inspector, Blue Card, Fire Officer 1 & 2, and currently obtaining his Rescue Tech certification and enrolling to be a Fire Instructor. He has taken multiple Company Officer Leadership and Tactics classes and enjoys making videos for the department. Captain Estep is a 2009 Goshen High School graduate and is a township resident. He is proud to serve the community he and his family live in and grew up in
Captain Sean Felock
Captain Sean Felock began his fire service career in 2009 as a volunteer for Wayne Township Fire and Rescue. In 2012 he was hired part time at Goshen Township and in 2016 obtained his paramedic while working as a medic apprentice for GTFE. During his apprenticeship, he was hired full time at Loveland Symmes where he worked until October of 2017 when he was hired full time at Goshen Township. In January of 2023 he was promoted to Lieutenant and in September 2024 he was promoted to Captain. He is a Level 2 Firefighter, Paramedic, Fire Safety Inspector, Fire Instructor, Live Fire Instruction, Rope Rescue Tech, Swift Water Rescue Tech, Fire Officer 1 &2, and has an Associated Degree in EMS through the University of Cincinnati. Lieutenant Felock is a mentor for the GTFE recruit program and oversees all radio and paging equipment. Sean lives in Blanchester with his wife and 3 children.
Lieutenant Chuck Jones
Lt Jones started his career as a cadet with Blanchester Marion Twp Fire Department, and then to firefighter. Lt jones worked part time at Wayne Twp, Monroe Twp, Washington Twp and Goshen prior to being hired full time with Goshen Twp. Lt Jones is a Firefighter II, Paramedic, Fire Inspector, Fire Investigator, Fire Instructor, Live Fire Instructor, has his Fire Officer I, II, III, and various other leadership and tactic classes. Lt Jones was promoted in 2021, and is in charge of the Fire Safety Inspections and Pre-Plans for the township.
Lieutenant Nicholas Messer
Nicholas Messer began his career here in 2015 as a part time firefighter and has been a part of the Twp. since he graduated Goshen High School 2013. Nick helps manage our vehicle maintenance program and is currently functioning as a Lieutenant. He is a firefighter 240, Paramedic, Dive Rescue International Ice Rescue Instructor, Fire Inspector, NIMS certified 100,200,700,800, Blue Card certified and a engineer for the department. Nick leads through his dedication and commitment to the township and to his family in and outside of the department.
Lieutenant Dustin Engled
Lt Engled is a “legacy: at GTF&E his father is retired Assistant Chief Doug Engled Sr. His mother Phillis ran with Goshen life Squad and his brother Doug also continues to serve with Goshen as a part-time firefighter/Paramedic. Lt. Engled graduated from Goshen HS/Scarlet Oaks where he majored in both Fire and EMS as well as the high school NJROTC. After graduation, he enlisted in the United States Marine Corps. Lt Engled served in one tour in Afghanistan in 2013. After completing his 4-year commitment to the Marine Corps, Lt Engled returned to Goshen and immediately started working for GTF&E. He was promoted to full-time firefighter/Paramedic in May 2018 and then was promoted to Lieutenant in September of 2024. Lt Engled has a bachelor’s degree in Fire and Safety Engineering Technology and recently completed his master’s degree in Fire Executive Leadership and Emergency Services Managment. In addition to his normal duties as a Lieutenant, Firefighter and paramedic Dustin coordinates GTF&E Drone Team and oversees many of our IT projects. Dustin and his wife reside in Goshen Township.
Chief Emeritus Steve Pegram
Chief Pegram served as Goshen Township’s Fire/EMS Chief from 2009 – 2022. Prior to working for Goshen Township, Chief Pegram was a firefighter for over 30 years and served as a Fire Chief, Deputy Chief, Training Officer, Captain, and Firefighter. Chief Pegram returned to Goshen in 2024 as a volunteer chief officer to assist Chief Myers and the command staff with special projects.
